It isn't a ban its that the UK driving licence became invalid for residents who didn't exchange it for a Spanish driving licence. 

Negotiations are still in progress.....

If you keep an eye on either the 'N332' or 'Brits in Spain' Facebook pages you will see when they advise of any new news.   

The N332 website is for English speaking people and deals with anything to do with driving in Spain.   It, and the Facebook page, is run in conjunction with officers of the Guardia Civil and has an English version of the Spanish equivalent of the Highway Code on it.
