Parking issues

Living in altomar2 parking at busy times is a challenge. We have downstairs neighbours who when they leave the apartment  put a table and chairs outside their apartment so no one can park there is this OK or are they being difficult thank you Tom

If you mean on the pavement you are perfectly entitled to put them back into their garden.

Police might take a while to come to a closed urbanisation for this problem.

They place the table and chairs on the road so parking is impossible.

Relocate them to the nearest (or perhaps not the nearest) waste collection bins, then park your car in the newly created space. 

Maybe wear a hoodie and a face mask so none of the other neighbours recognise you.

Or sit down at the table and ask for dos cafe con leche. 

But, no, if someone wants to stop someone parking in front they have to pay for it but don't think it's possible in a community unless it's a designated disabled spot.
