Never received Spanish driving license

We went to have medical and visited trafico in Cartagena 21 February and so far no replacement Spanish driving license has been received. I have tried the post office, I checked at dvla ( driving license issued by another authority) at the Spanish site and it showed it was posted mine 29 March wife’s 27 March. So never received by either of us and it is getting to be a bit of an emergency as I will need one for car hire in uk. I am informed We have to wait until the permit expires then get a replacement- is this correct or can I get one sooner? I have searched the internet and was wondering if anyone else is or was in the same position

Trafico Cartagena are contacted most working days and they don´t have them hence the forum post. The part I don´t understand it we have to wait until the temporary permit runs out before we can get a replacement - surely after it runs out we wont be eligible to drive - hence the emergency part in the question.
