There’s a quote from the British Embassy which I can’t find at the moment saying no it’s not required.
But I have found this article from the Citizens Advice Spain

As it would cost 75€ each time your visitor comes to stay. The official document has to be posted to your visitor as they have to carry the original document. You have to fill out forms and take numerous documents and at least 2 journeys to a police station. No one seems to have worked out which branch of the guardia is responsible, but you bet your bottom dollar the nearest will be in Alicante and you will struggle to get an appointment. Even without the guardia hassle just look how long it can take for a letter to get from Spain to U.K.
Is this is ever implemented then there’s no chance of visitors just popping over for a quick visit as you’ll need to know weeks in advance of their plans.
If Valencia ever get round to collecting a holiday tax, like they do in the Balearics, then maybe this carta de invatación will be impl
The details of where anyone is staying are logged on the SpTH forms, so if the government want to collect their back tax they’ll have all the information to hand.
