Water connection

We bought a villa over 12 months ago. We have struggled ever since to get the water connected to the property. All it needs is to be connected as the supply pipe does reach the perimeter of the property.  Its the Orihuela town hall that was holding things up to start with but honestly don't know what the problem is. Our solicitor who dealt with the sale has tried to help but still no luck.

We are new to Spain so we don't really know if this is normal?

Please share your experiences on this matter and/or help if you can.

As nobody else has responded, I'll offer my opinion.

If you bought it as a new property, it sounds like the town hall haven't yet issued the habitation certificate - certificate of first occupancy. This is usually required by utility companies before they make a connection. A significant delay in issuing this implies that the town hall aren't satisfied that the build complies with the planning permission they would have granted before construction started.

If you bought from a previous occupant, then I'm puzzled, as your solicitor should have made sure the certificate was provided to ensure that it's a legal build.
