We have a rental property for 27 weeks in Javea (6 mth and 3 wks approx) will proof of this rental contract  be enough to enable my husband to buy a car here as I believe it has to be for more than 6 mths. We have only been here 2 wks and intend buying a property next year so we are here for good (retired). Any advice would be appreciated thanks.

The rules seem to vary as to how they're applied in different areas, so you need to ask some local car dealers.

You must have an NIE, you will probably be asked to show title deeds or rental contract, and you may also be asked for residencia and padron.

As a resident, the only mandatory requirement is the NIE, so I suggest you go ahead and get residencia, then sign on the padron. You must do that anyway, if you're here for good.

I'd also point out that it's illegal to have and drive a Spanish registered car unless you're a resident, or have a certificate of non-residency.

Just go to the nearest oficina de extranjero (foreign office), and tell them your looking to buy a car. You need proof that your intending to buy though. Its normally 2 weeks before you get your NIE number though, and you need an address for them to send it to. It will cost around 10€, which you pay into the bank that they state.

If you need help filling the form in, there are some very good forum users on here that will help you out.

Make sure you fill in the Spanish version, they won't accept the English translated version.
