Looking for friends for my 14 years old son

Hi;
I hope you can help me!.
We are from New York. My 14 years old son just move to Javea to train with Ferrer tennis a academy. I thought he will make friens right away, but after 3 months, no friends to go out.
It is difficult , as most of the people from the academy are 16 and above or 12, but nobody his age.
Friends are too old or too young.
He goes to xavia international school, but kids leave on the mountain and my son leaves on arenales close to the beach.
Every weekend, he will go out by himself. Very frustrated for me. He is shy so that makes things worse.
Any help will be appreciated.
