Do you need to have Residencia or will just being on the Padron suffice?

Valencian law just requires you to have resided here for twelve months - it doesn't specify that you have legal residency.

Correos delivered a letter tonight at 7pm
Looks as though I have to attend an
address in Alicante to formalise the arrangement!
