During our 15 years living in La Marina, my wife & I did a lot of pet sitting.
I think that your idea is a good one, and I wish you well, but I would just sound a little note of caution.
I think that before anybody agrees to sit someone's pet, they should go to their place and meet them for a friendly chat, because it could just be, for example, that they intend to do a bunk and can't/don't want to take their pet, and you will be saddled with the job of finding a home for, or adopting, a pet that you thought would be with you temporarily. If you talk to the owners, it's very easy to tell, amongst other things, how much they love their babies.
I speak from two bad experiences, one where we very nearly ended up with a dog permanently, and another where we would not have agreed to sit the two dogs if we'd have gone to meet the owner at her house beforehand.
All quite unlikely I know, but it DOES happen.
I hope your idea takes off.
Geoff.
