Yes, OK except from 15:00 on Friday until 6:00 on a Monday if Elche has more than 50,000 inhabitants.

Yes you can during the week 

It depends on your location in La Marina (village or parts of URB) regarding your weekend travel as half is in Elche and half in San Fulgencio. So if you are in Elche then you can travel there at any time, including the weekend, as the travel restrictions say you can't enter or leave so if you are in then no problem.

La Marina village comes under the jurisdiction of Elche whereas La Marina the urbanisation is under the jurisdiction of San Fulgencio.
