The ITV stations are closed as well. There is an exception allowing you to use your car without ITV at the moment, only if it has run out during the lockdown, not 3 years ago :)
IMPORTANT NOTICE: In accordance with Royal Decree 463/2020, of March 14, declaring the state of alarm throughout the national territory for the management of the health crisis caused by COVID-19, the activity of technical inspection of vehicles in all stations for a period of 15 days, without prejudice to possible extensions. During this period, exceptionally, the obligation to pass technical inspections prescribed in the regulations is suspended, as well as the expiration date of the ITV. For clients with previous appointments, we inform that appointments are canceled for this period, and the appointment service is temporarily interrupted. Thanks for your understanding.

Suma have effectively suspended the payment period.
In spite of that, it would make sense for you to register for online access to Suma, and also to set up a direct debit:

If you've got a previous bill with a 'número fijo' on it, then you could follow what I say in my guide.
Otherwise, ring Suma with your NIE and registration number to hand and ask them. My experience is that they always try to be helpful.
Thank you Jim.
