     looking for a local DVLA office online it appears they have been closed for some years now (2013). Did you take your car back prior to 2013 or was it another government agency that you had to visit, i.e. HMRC?

2013.  Definitely DVLA.  I remember doing a first round trip of 60 miles to find it closed and took to Twitter to find out the situation and got assurance when the office would be open.  Perhaps industrial action with regard to the proposed permanent closure could have been the issue.

In all possibility the importation can now be done online through the website.

Back in the 70's a friend of mine built a Kit Car and had to drive it to the DVLA for conformity checks. I don't know how they would go on today.

Perhaps taking to the DVLA on Twitter and raising the original importation issue would give some answers?

The places you take kit cars to etc for conformity checks are VOSA garages. The DVLA is only in Swansea. The DVLA is only and administrative centre.

Thanks for the reply. I think it would need to be checked with the HMRC.

I did not export my UK car, just took it to Spain and eventually registered it on Spanish plates. If I look up the status of the UK number on Gov.UK it says that SORN has been declared. I may have done that though I don't remember. 

So, if I do take it back I'll just put the UK plates back on, change headlights/reversing light back to RHD, MOT carried out, insure and then tax it - wait to see what happens.

That's strange. I would have thought the company that changed the plates should have informed the DVLA. Could be wrong 🤷‍♂️

I did not export my car either so I assume the Spanish authorities notified the DVLA and the DVLA will no doubt reciprocate when you declare the vehicle import - subject to any changes brought on by leaving the EU.

Just be thankful that the value of you car has probably dropped drastically and the import tax will be minimal. The DVLA in Swansea is not delivering as well as people expect. I’ve heard of people trying to get back to driving a lorry after a heart attack and having to wait and wait and wait. Same goes for taxi drivers.  If your think your car has been sorned then contact the DVLA and tell them you’re putting your car back on the road again. 
All good wishes. You’ll find life different in the U.K. after living the simple life in Spain. Not just that, you’ll find socialising so much more expensive. That said, it’ll be lovely to be close to family and old friends. Happy Christmas.
