Caterpillars in pine trees

Hi 

I spotted this whitish silky looking bag hanging from a pine tree, top of steps on Calle Pedro Maria Ananue, 

can anyone notice if this is a caterpillars nest from the attached photo, I walk the dog in this area sometimes, so at present keep well away from this area with my dog as a precaution

Hi, about this time from Feb onwards & into March (depending on temp.) They either fall on descend from the tree & normally process (in a line, as they are blind-ish)  in a south-direction. There is normally a brown stain at the bottom of the nest, after they have left. Worth looking into them (so to speak) not the nest!
