My neighbour is thinking of building another storey on his house. Does he need my permission as this would take away some of my daytime sun

You should ask your local Ajuntamiento. I would think he does, but he will most certainly need permission from them.

Are you on a Community? If you are check your Community rules and Constitution and speak with your President.

He will need building licenses from the Council.

Get an Architect and he/she will provide guidance through the process

The OP doesn't need an Architect its his neighbours build he's not happy about .

OP you may have rules in your Constitution about what can be built.

I have similar issues on my Community over High solid walls being built, its a nighmare, espcially for their neighbours, loss of light, views etc  some owners terraces have become like sitting in a prison . Terrible.
