You can get your NIE in the UK at either London, Manchester or Edinburgh consults. We got ours at the Edinburgh one.

Or Dublin, if you are Irish

No, they will need your passport and your fingerprints, address in Spain etc

Totally wrong Rossco. NIE can be applied for and gotten at any Spanish Consulate worldwide and neither fingerprints nor address are required

You either have to go in person to get or pay a representative, but you can make the appointment online as it says in the link.
