If you're part of a community of owners you'll probably need permission. Ask the president/administrator.
Do any of your neighbours have such a structure? Maybe ask them.
Go to the town hall and ask. Tell them exactly what you want to do. If you don't speak Spanish, ask if you can talk to Councillor Samantha Hull.

Surly with a free standing sun house you won't need any permission. It's only for a fixed structure that you would need to inform the authorities otherwise anyone who bought a shed would have to fill in reams of paperwork!!

I still don't understand what a sun house is.
If you sit inside you will be in the shade, and if you sit outside why do you need to have a shed to sit in front of?
