The easiest way is to Go to your local health clinic and ask for a temporary SIP card.

unfortunately I don't have EHIC & I'm still waiting on my S1.

Just take your passport and any other documents to prove that you are living here, such as deeds or rental agreement. Ask them for a temporary sip.

The Valencian community have agreed to vaccinate everybody regardless of status. Your local health centre is obliged to give you a temporary SIP for vaccination . Whether you have a EHC or not is not relevant

Your only route is to get a temp SIP card as stated above.

You can't buy the vaccine anywhere. 

Depending on your level of Spanish I would recommend taking translator with you to the clinic, it will make things easier.
