My wife and I have a villa on the Urb and visit regularly for two, three or four weeks at a time. We do not have padron. If one of us required a doctor at any time are we free to visit any doctor?

As Non Residents you can use your European Health Insurance Card ( EHIC ) Cards to receive medical treatment when in Spain, more information is provided in the link to healthcareinspain.

Hello Bob, as John says, the EHIC is the card you need, but you wouldn´t be covered to be flown back to the UK in emergencies and, in many cases, you would need an interpreter. You would also need to use Spanish NHS doctors and hospitals, not private ones. Travel insurance is still needed.
Someone posted here quite recently when his mother (on holiday, I believe) was taken ill, didn´t speak Spanish and the staff in Torrevieja hospital didn´t speak English and he was quite understandably in a bit of a panic. If you have travel insurance, there is 24 hour translation and help available, some will include expatriation so if one of you were taken ill needing longer term treatment, you can both be flown back home to the UK. This is no judgement on Spanish healthcare, but for something more serious, being with family in your home country, with all the support that gives, both to you, and them, would be preferable, I think.

Bob82..the medical centre on the Urb down by the police station, I have always found them very helpful. The receptionist’s all speak English. Dr Borja speaks English, however we have seen other doctors there and only Spanish was spoken. I haven’t had to visit the medical centre for a long time, last time I was there it was for my grandson, I took his passport & EHIC and was given a temporary SIP card.
