I live in a detached house, however, I want to find out if there is an area president or someone to speak with in regards a neighbor. any suggestions, on how to deal with the issue please. its noise related issues, and the disturbance of the peace and quiet of my property and life.i appreciate all feedback please.

Usually there is a notice board erected somewhere around Community if you are in a Community, Speak with a neighbour whom you think might also be concerned about noise issues
.You say you live in Detached House are you the owner, did you not ask this question prior to purchase, it would be a very common question in purchasing process,
Are you paying Community fees 🤔?,If so you should receive a message of details of meeting and it should inform you of Date of next meeting with contact details for President

Thank you for your reply.
No I dont pay any community fees, and I dont see any boards around, I walked around all the block.
Contact the local police or the town hall, hopefully they should help. Susan
