Hi Paul,
As an EU citizen, completing the application form (Modelo EX-18) and gathering the supporting documentation is a pretty straight forward thing to do yourself. However, to present your application, you need to obtain an appointment at your nearest foreigners' office or National Police station, and this has been proving very difficult. You may find it easier to engage a gestor to do it for you - my neighbour used:
