For a two year old unit, that sounds suspicious. Many people try to save money and get Joe Bloggs or José Garcia to do an inspection. The problem with some makes of boiler is that manufacturers (e.g. Fagor/Edesa) only make spares available to their own registered engineers. That means that Joe Bloggs isn't able to get replacement parts and recommends a new unit.
If you buy a new one do not buy a Cointra model, I have one and it has been nothing but a nightmare and still not fixed. The "engineer" has been out three times already.

If it’s electric changing isn’t too hard. If it’s gas then it’s a whole different ball game altogether. I recently replaced our electric one in spare room bathroom with one bought at Leroy Merlin. Increased capacity too from 30L to 80L. It’s nothing fancy and just cost I think either €87 or €89. Turn off cold water feed and drain tank. They’re light to lift when empty. The brackets on the back of them all seem the same, just 2 bolts on wall. Changed both rubber washers while at it. Had a few splutters of air after refilling but nothing much. Job took about 90 mins
