Hi all ....I'm certain this will have been covered before, I've searched the forum as best I can but haven't found what I'm looking for, so apologies in advance if the answer is already on here.

My neighbours who only come for brief holidays and don't have the internet have received an advice from Hidraqua that they need to update their details. The water bill still comes in the previous owners name,as it would appear that their solicitor did not update the contract, merely changed the bank details. My neighbour has been told by someone that she needs to get a Habitacion Certificate before the name can be changed at a cost of €500/600. Has anyone else recently changed the name and was the Habitacion Certificate needed? Many thanks for any information that anyone can give.

I can't answer your question but, out of interest, I logged into Hidraqua's virtual office and went into the change of contract holder section.

At first sight it looked a bit forbidding, as the second screen said:

These documents are required for the operation.

Acreditación municipal pago de tasas

Autorización escrita en caso de delegación

Contrato firmado

Documento de habitabilidad de segunda ocupación

Documento de habitabilidad o cláusula de compromiso aportación posterior

Domiciliación Bancaria

Fotocopia de documento acreditativo de poderes o constitución (en caso de que el titular sea una sociedad/comunidad de propietarios)

Fotocopia del documento acreditativo de apertura o declaración de actividad o licencia fiscal o licencia medioambiental (en caso de uso no doméstico)

Fotocopia del NIF-NIE del peticionario o representante

Fotocopia del soporte de constitución de la comunidad

Fotocopia del título acreditativo del derecho de uso: escritura, contrato compra o arrendamiento (opcionalmente, nota registro)

Justificante pago derechos en el Ayuntamiento

Lectura Contador

Licencia Apertura/Actividad

NIF-NIE de la persona autorizada en caso de delegación

NIF-NIE del titular

However, the next screen gave my details, and the following one wanted details of the new contract holder.

I obviously didn't want to enter anything here, but the titles of the subsequent screens sounded innocuous - just contract details and confirm, so perhaps a habitation certificate won't be necessary.

I'd also make the point that as far as I know, utility companies ask for a habitation certificate before they first set up a supply to a property, not after.

Yup, we bought a repossession property and required an habitation certificate to have the water  reconnected despite the property being seventeen years old. The town hall had lost their copy and so we had to employ an architect to do plans at a cost of €500 before we could get another certificate.
