Toilet not flowing instantly away filling pan before going. Should we not be putting tissue down

Definitely got a blockage, contact a plumber before it gets worse as should not be backing up if only putting toilet paper down it, should clear totally when flushing.

There has been a lot of rain recently and half the town smells of sewage. If it doesn't get better quickly, try talking to your insurance company, we are covered for blocked drains etc.

A trick that I learned many years ago is to use a mop and plunge it up and down a few times in the toilet (can also use a plunger) - this will generally clear any blockage
