Veolia are responsible for the equipment up to and including the water meter.
But if the break is clean, as in not dirty, then they could claim that the householder must have broken it recently.
For anyone who wants to isolate their supply, I suggest that they give the stopcock a good soaking with penetrating oil or WD40 before trying to move it.
