Hi, hope everyone is well. Can we apply for residency and nie before moving out? My partner has a UK passport and as the brexit deadline looms, we are unsure of what will be likely to happen next year. We cannot relocate till March 21...... Thanks

No, not unreasonably you need to be living in Spain to become a resident.

NIE you can get at any time but it's one tiny part of a residency application so on its own is of no help at all.
