Letter held at customs

Hi just wondered if anyone could help, we are currently in the process of buying an apartment in La Mata, we sent a power of attorney letter to our solicitor, by Royal Mail track and trace, it's left the UK but is stuck in Spanish customs, not sure if this is unusual or how long they will keep it, we don't currently have an NIE number as we are buying out inheritors and thus the power of attorney for our solicitor, can anyone advise why it would have been held, how long it could be held, or how we get it back.
