Hi you would never normally buy a property without one! Your solicitor should advise on this as they are not always granted depending on the situation/circumstance of the property.
You would not normally pay more than 150 euros if it's straight forward the actual cost varies area to area. If the build is illegal you won't get one!
It is important to listen to your solicitor and not one recommended by the agent you are purchasing from as they will do anything to sell property.
