If you are a UK passport holder:

To gain a non-lucrative visa you have to apply for the visa at the Spanish embassy in London, Manchester or Edinburgh. You will need to meet the income and healthcare requirements. 

Income requirements for a couple would be around €34,000 per annum and you would both need Private healthcare paid for a full year, after which you can apply for the S1 healthcare scheme. 

Income funds are checked again on years 2 and 4.

If you are successful with your visa then you are required to apply for residency within the first 90 days. 

If you have an Irish or EU passport then you can move over and sign on the foreigners register.

Thank you so much Steve thats very helpful.  It looks like the amount we will have should be okay . Its sorting out what order to do things . I would hate to sell my home here in the UK in the hopes we would be granted a visa and then not be .. that would me my worst nightmare.  I'll get pen to paper and make a running list of what to do and how to it ..thank you once again 

Your first and foremost thing is to apply to the Spanish consulate for a NLV. 

Don't sell your home yet as many people are refused visas for a variety of reasons. 

Don't forget that both of you will need full private healthcare so that will be worth exploring at the same time.

Could I ask one more question please Steve.  The money we will be bringing will be mostly from the sale of our home . How will I be able to show proof that we have sufficient funds when we apply for a visa if our money is tied up  on the sale of our property.  Will they want to see cash in the bank before a visa is granted ? ...

They will want to see a mixture of cash in the bank, investments producing income & pension income adding up to the required amount. 

Each application is judged on it's own merit so it's not possible to give the exact proportions required. However, Steve's total income requirements are about right. It would make sense to sell the UK home before becoming Spanish tax resident to avoid the liability of Spanish CGT on the UK property.

The actual income requirements are for the first person €27,792.96 plus €6,948.24 for each additional family member. So a couple would require €34,741.20 income per annum made up from pensions, investments etc. The income must be proven to be regular monthly. 

Some areas will accept a slightly lower income if you prove you have €30,000 in a Spanish bank.

For the duration of your NLV you are required to have that amount of income which will have to be proven periodically. 

If you fail with the income and healthcare requirements within the first 5 years your NLV will become void.

With costs, and fees etc. a decent property will likely gobble up half of your 195k so if that is all you have and no actual assured income then you are going to struggle to firstly qualify for a visa and then maintain it over the ensuing 5 years.

Its sounding tight isn't it Darro?  ..The plan was to put 60, 000 away immediately for the last 4 years for the visa requirements...that would  leave us with roughly 140000... 33,000  off for the first year to live ..leaves us with around 117000....for a property ...we will also have a small private pension of my husbands and another of mine for the fist year as well ..after that my  husband will also receive his uk state pension... we have also looked at cuiadad quesada area where properties appear a little cheaper ..we would possibly have a little extra too for cost of buying taxes ect ...

We applied for the NLV this year and looking to move to spain in a few weeks.  There are lots of factors involved apart from financial responsibility, i.e, healthcare, ACRO, Apostille etc.  I suggest you check out Upsticks.es and you can contact Chris from there.  The initial chat is free and Chris is very good with providing assistance for application.  We did use Chris for our application and he guided us through the whole process.
