Role of administrators within communities

Many members of our community feel that the cost of our cleaning/maintenance/pool/gardening contracts are very high.
We have asked for copies of these contracts but have been told that residents are not allowed copies due to Data Protection.
Does anybody know if the administrators are allowed to withhold these documents to community members who are up to date with their community fees please?
Is it not in the Horizontal Property Laws that administrators hold documents for community members to view on request?
