Plusvalia
Looking for some advice , is Plusvalia paid on a loss? We bought apartment for 128,500€ and sold at 125,000 a loss of 3,500€ should we be paying plusvalia on a loss?

Plusvalia is a tax levied against any increase in the value of the land on which a property is built, rather than the property itself, so selling the property at a loss doesn't necessarily mean that you won't be liable for Plusvalia (although it does mean you wouldn't be liable for Capital Gains Tax).
