Hi, wonder if anyone can help.

I have not been over there this year due to the virus etc. I have noticed that 2 lots of SUMA have been taken out of my account. I sold a car last year so can only assume I am still being charged, I assumed the SUMA liability would automatically transfer to the buyer. CaN anyone advise.

Perhaps the first charge was for IBI, the second for Rubbish collection.

Also Torrevieja town hall has announced that it is going to cut property tax (IBI) for 2021. The full report is out on Friday = Costa Blanca news.

Hi Blanco,

As you're in Alicante province, the timing will determine which bills have been debited from your account.  Car tax would have been taken April/May, Basura (rubbish) in June - if this is no longer included in your Water bill - and IBI (Council Tax) in November, although usually September, but delayed this year because of Covid-19.

Car tax is not automatically transferred to the buyer.  Did you sell your car privately or to a dealer?  Did you draw up a "compraventa" (sale contract)?  The buyer has 15 days to register the car in their name with the DGT (Trafico) and they will receive a temporary "permiso" to prove that they have done so - did you receive a copy of that from the buyer?  If not and they did not do the transfer, you can report them to the DGT, which could result in it being illegal for them to continue driving the vehicle.

Alternatively, you could go to DGT yourself without the need for the buyer's signature.  Use Modelo 02 application form and tick the "Notificacion de venta" box'; also take the sale document (compraventa) and proof of your ID.  You'll have to pay a fee of €8.50, but at least you'll know that DGT have recorded the change of ownership.  You can find details of Modelo 02 at:

A friend of mine has recently sold her car to a dealer.  It's common for dealers not to transfer ownership of the vehicle from the seller's name to their own, because they don't want to pay transfer charges for a vehicle they plan to sell straight on to a customer.  However, you do need the dealer to register the car as temporarily in their possession, otherwise any traffic penalties continue to be your responsibility, even if you weren't responsible for the violation - you could probably prove that you weren't driving the vehicle at the time, but it's hassle you won't want to deal with.  As with a private seller, you can tell a dealer that if he doesn't make the temporary transfer, then you'll get a 'baja' on the car from Trafico, which would prevent the dealer giving potential buyers a test drive.

Whoever you sold the vehicle to, it's important to ensure the vehicle is transferred to the new owner; otherwise, you continue to be liable for any traffic fines, but more importantly, for the annual road tax.

Thanks for your prompt reply Kim. Yes I did get a Compra-Venta so it may not be the road tax. I paid €143 in August and €148 in November. It could be rubbish collection I guess but I can't remember paying this separately in previous years.

Hi Blanco,

In many areas, the charge for rubbish collection was included in our water bills, but they were separated out in some areas (2 years ago, I think), so for example, we receive a separate bill from SUMA in June for our rubbish collection, which used to be included in our quarterly Hidraqua bills.  That said, the amounts you've paid sound too high for rubbish - our bill this year was one amount of €70.  Given the dates the money was taken (by direct debit?), it appears to me that it's more likely to be your IBI (council tax).   If you look at the debit in your bank account, is there any detail included?  (I'm with Sabadell and can interrogate DDs online.)

Kim, I am with Bankia. I have access to the November payment online which is described as TAX OR CONTRIBUTION BILLTaxes and rates so think this is IBI. Interestingly this is in my wife's name and includes her NIE number. Not sure why. I can't access the August detail as I am restricted on the number of online transactions I can see (trying to fix this). I use Spanish Solutions so may need to involve them.

Unless Spanish Solutions would do this for you free of charge, I'd suggest contacting SUMA direct and ask them for a copy of your IBI bill for this year, which will include details of when the bill has to be paid:

I collected my Suma = Payment letter from the Suma office in Torrevieja, on the bill it states IBI 2020 = Euro and Solid waste collection 2020 = Euro, payment date 2nd November = direct debits from my bank, on checking my online statements, they were individually taken, but my waste collection was only 22 Euro. My IBI was 234 Euro, I have not known personally 100 + euro for waste. Perhaps you may have been charged twice for IBI? With the state of alarm going on my bills were delayed. So worth that you keep checking and contact Suma via their website posted by Kimmy,
