I am moving permanently on 24 July and would like to know if I need to reside for a period of time before I can apply for residency.

That might have been the case in 2015 but the pre brexit mad rush means that few if any will be obtaining it in such short order so regardless of any technically required waiting period, which I think may be 3 months, I'd get it kicked off ASAP.

The requirement is that you apply for residencia within three months of taking up residence here. You can apply on day one if you wish.

EU subjects do not need to "apply" for permanent residence. As long as you do not own any property and/or obtain any revenue nobody cares. The Law requires you to "notify" the local police if your stay exceeds 6 months. Don't worry, everything goes nice and easy.
