We are with Hidra Agua and the bills seem to be quite high.  About 100 Euros each quarter.  We have a 2 bed 2 bathroom apartment.  Are there any companies on the coast that are cheaper

This is not expensive, check what it covers , not only water supplies but sewage and basura as well

I can't answer your question about other companies, sorry. 

You don't say if you live in Spain permanently or if its a holiday home. 

We have a holiday home and pay around €70-80 per quarter. Only a small portion of that is actually water used. Standing charge and other services make up most of the bill.
