Is my padron out of date?

I collected my TIE from Alicante last Friday and also received confirmation that my S1 had been accepted. I now need to register to join the healthcare system and have all the documentation. However because of the length of time it has taken for residencia my padron is 4 months old and apparently it should be 3 months or less. Am I wasting my time trying to use this or has anyone had any experience recently of them being a little but flexible on the dates? It’s not a problem if I have to get it updated it, but thought I’d ask to save me another trip to the town hall.

Hi Janet (and welcome to the forum!),

The problem with Spanish bureaucracy is that, even when you think you've got your head around it, you may not get the response that you're expecting!

I appreciate that it's so difficult to get appointments with government and local government departments at the moment, it's tempting to go with what you've got, but conversely, you could wait weeks for an appointment and when you turn up with a Padron more than 3 months' old, they may not entertain your request, and then you're back to square one.

When you say that you "need to register to join the healthcare system", do you mean that you want to register your S1 with the INSS department in Torrevieja?  If so, it's worth knowing that it's taking months to get an appointment - I've been trying for weeks for some friends and still haven't got them.  Alternatively, have you tried taking your S1 to your local Centro de Salud (Health Centre)?  They may tell you that you need to go to the INSS first, but they may be more helpful.

I'm sorry that I can't be more definitive, but Covid-19 has added a further layer of complexity to Spain's usually torturous bureaucracy.  If you can tell us specifically what you've done so far, we may be able to advise the next steps.

The "padron" never expires as long as you don't change your address. Neverthless, you may be required by the council to show up in person from time to time as to update your pesonal circumstances.

It's incorrect to say that a Padron "never expires" - EU citizens are required to renew their Padron registration every 5 years and Third Country Nationals (which UK citizens became on 1 January this year) need to renew them every 2 years.  

Like me, I believe that you've lived in Spain long enough to know that Spanish bureaucratic processes require a Padron certificate of not more than 3 months' old.

Hi Janet

Kim is right. I went to my local centre de salud and they registered my S1 and issued me my SIP card though I had updated my padron. But my spanish friend tells me that the padron is valid for 2 years for local use. I would try your local centro de salud and see what happens. I didn’t even make an appointment and just turned up and seen and was out within 15 minutes with the sip card.

Hi Kim thanks very much for your reply. I am certainly finding out about the bureaucracy- it’s an experience. I usually do a lot of stuff myself but because of the right timescales to get everything done by the end of 2020, I used a gestor for my residencia application, exchange of driving licence and application for healthcare. She has been excellent. She emailed me yesterday with a document which confirms approval into the healthcare with my S1 and having re-read it she says I need to take it to my medical centre with passport, TIE and padron. So I think the INSS bit is done and it is just the SIP card bit at the medical centre. Do you think they would accept the padron being 4 months old? Thanks, Janet

Thank you Zafar. Reading through the stuff from the gestor the application has been accepted so it is just going to the medical centre to register and get the SIP card. I’ll give it a try with my current padron and if they say no, then I’ll have to get an updated one. Fingers crossed, thanks again, Janet

Being on the Padron does not expire, so long as you renew it when the town hall asks you to, but the actual piece of paper does.
