Yes it’s possible , scraping it down , or have to be plastered.

Is it correct that even something so simple as changing that finish or repainting house interior requires a minor works license from the town hall?
I can imagine something more significant on the exterior but I have read that even painting inside should have permissions…. Seems odd

Hi, I have recently just had my living and dining room re plastered over the top of the bumpy plaster and my walls and ceiling are all smooth now.
I think taking it completely off would be too big a job and very messy

Hi, it is odd but factual. Believe it or not the town hall class it as altering the finish of the structure. Generally interior painting is done and nothing comes of it. Don't make any structural alterations without a permit, that is inside and out.

I think you’ll find that strictly speaking you should apply and pay the appropriate fee.

I never have, and never will, apply and pay for a licence to allow time to decorate the inside of my own home!!

When in Rome Steve.
I’m not saying that the thing makes any sense and it is quite probably just a money making excercise, but that money should then work it’s way back through the system to the things that you like, want and accept willingly out from the same system at the other end.
When does simple painting of a house turn into a gaudy purple exterior or internal alterations done for pound notes become an unsafe structure.
There are arguments for both sides I guess. 🤔
