Hi,
If you're first time applicants, needing a temporary Padron to obtain residency, take your passports and house deeds to the Ayuntamiento (Town Hall):

Are you now resident here? If not, then it would be illegal to sign on the padrón.

That's probably because, as part of a residencia application, the police do an online check of your padrón status. You only need to produce a padrón if you've recently changed address.

Slight contradiction there Jim?
If you're applying for residency then you won't (or shouldn't) be on a padron so a search will produce nothing.
Unless you mean that they are looking for when somebody signed on a padron because that is a declaration of habitually living in Spain and if many years prior to applying for residency could give rise to some awkward questions, particularly in relation to tax returns!

Not really. It's just the Catch 22 way the system works - strange, but then this is Spain.
If the police check and you're on the padrón, then there's no need for further proof of residence. However, it can take up to three months for the central database to be updated, so the police online check won't always produce results, which is why you need a hard-copy padrón if you've changed address, either within Spain or to Spain.
I agree that illegally registering on the padrón can have expensive consequences. The most recent example of which I know is someone who, in all innocence, registered on the padrón before becoming resident. When he did become resident and came to transfer his UK car to Spanish plates, he ended up having to pay import duty. And as you say, it leaves you wide open to Hacienda demanding money with menaces for not having submitted resdient tax returns.

Really, Movingon, what do you hope to achieve by quoting part of my post out of context?

How do you know they don't need a Padron for a residency application? This was Goodwinangel's first post!
You can moan all you like about the illegality of signing on to the Padron, but the fact is that the authorities expect to see one for residency/TIE applications - despite there being no mention of it in the official guidance. Four years ago, my husband and I had to "illegally" sign the Padron in order to obtain residency. Are you suggesting that we should have risked becoming illegal immigrants, by trying to advise a National Police Officer that he was making up his own rules? Good grief 🤦♀️
