I have been charged €59 per month even though I am not using the electricity it is turned of
Seems a lot for the standing charge. What power are you contracted for? The standing charge continues (plus taxes and meter rentals) even if not using it but that amount is virtually the same as my entire bill for the month (62 euro) and we live here permanently with a 3 bed semi. Electricity used came to just over 37 euro inc taxes so the standing charges would have been 25 euro. That's with a 5.75kw power contract.
With Iberdrola.
Maybe look at the contract you are on and see what you are paying per Kwh (ours is 9 cents on peak and just .02 cents off peak).

As shared, have a look at your contract as in Spain its a little different. You pay for the 'availability' of electricity (an amount you set) and then you pay for the consumption actually used. Aside from the rates, the process makes sense as generators have to know how much electricity to generate, maintain the grid to have it delivered, pay employees etc. On top of that there is how much you actually use. I have been paying just under 40 euros when not there, fridge and router only running, all other things turned off. So your rate is a bit high but check what your 'reserve KW/h's is and if you are signed up for a 'package' or program.

Even if your mains are turned off you will still have a 25-35 euro bill, still quite a bit less than you are paying now but it won't be zero for sure.

I concur.
Mine are about early 30's and that includes the extra 10 odd euros they charge for some crappy insurance that I really need to cancel.
I'd suggest there's definitely something not right there.

They speak English and if you send a copy of your bill they will work out how much it will cost with them.
