There has today been a formal discussion amongst 10 Southern European governments and German Minister of Foreign Affairs Heiko Maas, where a principal agreement has been reached to open the borders for EU tourism before the start of Summer holidays. This is as expected and as I have told on this forum since several weeks.
Unless there is a resurgence of Covid19 infections and hospitalisations, Continental EU residents will be able to vacation in Spain (albeit maybe with some restrictions, ).
The Borders with Spain are not firmly closed by the way. Each day, thousands of cars and lorries pass the Spanish borders, just not for tourism purposes.
