The tourist license was introduced 3 years ago for those with just one property. Up until then it was only compulsory if you owned multiple properties, but you could still get a license voluntarily if you only had one property. No, it was not the case that there was no notice! There were articles in the Spanish English press, the Spanish press, on-line articles and on the rental advertising sites about the requirement. It seems, however, that many people either ignored it or thought it didn't apply to them, so since the clamp-down happened a lot of owners have been caught out.

Once you get the license you need to display a plaque at the property and register with the Guardia Civil to file your guests' details.
As you are in the UK you need to file a tax return every quarter for your rental income as well as your annual non-residents tax return (that hasn't changed, same requirement as always). And of course you will still need to file details of your rental income on your UK tax return - again no change in rules.
The fines now are pretty large if you are caught letting without being registered. Also your keyholder/cleaner must be working legally in Spain - either a registered business or registered self-employed. You will find a lot of rental sites will refuse your property if you don't have a license number (as they can be fined for advertising non-legal lets too!)
