I can't help you with who, as you're way out of my area, but I'm curious as to whether it's the pump or the motor that's failed.
Two in 7 years is at least one too many.
Is the pump running every day? If it's not, then this can lead to problems like the bearings seizing up.
Is the motor of the correct rating for the size of sand filter?
Is a replacement really necessary? Bearings and impellers can be replaced, as can capacitors, and heat sensors can be replaced or bridged.
To quote from a friend who is a pool expert, the Espa Silen 75M is the most popular pool pump on the Costa Blanca. That's what we've got and it's lasted for fifteen years. Currently out of service but that's because it was submerged during the floods, but I don't intend to replace it if I can repair it. You just need to select the correct power rating to match your filter.
I've found out that friends whose pumps were put out of service by the floods have been ripped off by pool 'experts'. Replacing both pump and motor combined, with no attempt to repair the motor, or to fit just a new motor and not the pump.
