Villas post was merely meant as a cue to RayD to explain in full the answer to your question, as he has stated previously he flies a Spanish Flag at his Spanish home.

You did take part in a discussion in a thread titled " Flags ' back in May of this year were the answer to your question was adequately addressed  Villas gave the definitive answer in a very detailed post.

In clarification (only as a short post) As Kimmy11 noted the contribution, even though you consider your waste of time. Purely on the aspect regarding of security. Many have considered the flying of a nation´s flag other than Rojigualda may indicate malicious intention eg: (a burglar) toward the occupant´s residence.

This has been covered by other post by myself & RayD, which I made reference & covered on this forum. Also the information regarding the Bandera de España can be easily gained by your original question on other posts & via Google. Hope this helps,

I would think that you need to ask in the local town hall, bearing in mind that many towns ‘tweek’ national rules and regulations for their own procedures.
