problem road

Hi there, I live in lagunas de ruidera dream hills, over the past few years have had water service problems due to a leaking water main, had the prob solved at mine and my neighbors expense, but last July the water board, came ,at no request, dug up the road, replaced the pipe, and off they went. They have not returned, leaving the road outside the house non tarmacked, and looking very untidy and unkempt, how can we redress this situation ? any help appreciated.
