Why is it not relevant?
There is a complete section explaining the subject, and he says:

Just had mine done stupid how do you do a epc on a house with no cavity walls cost about 150 e ask at the town hall they recommend local people

Anyone in Spain with half a brain can tell you the energy performance of an average concrete house with with egg box type ceramic brick ZILCH or ZERO insulation so why the hell are we paying some one to tell us that.
A good estimate would be 90% of the stock in costa blaca would come out if there was a scale abcde E would be it ludicrous.
