Folks, looking for advice on two subjects really - 1) I've been to the Town Hall twice now to get on the Pardon and twice I have been turned away even tho' I took all the necessary paperwork - deeds, NIE, passport, utility bill. Any advice?
2) I'm not resident in Spain yet but am in the process of applying but all appointments slots are frozen; can anyone tell me why please?

On your first point, different ares seem to apply different rules regarding the Padron, some state you cannot register on the Padron until you have your Residencia while others want you to register before applying for Residencia within the past three months.
On your second point, there are no appointments because there are no appointment slots left in the Calendar due to the number of people who have been living here in Spain illegally for years who are now in a panic to apply for Residencia before Brexit and at the same time the Spanish authorities wanting to wait and see what the U.K. is going to do.
It would help if you said why they turned you away.
If you don't know because you don't speak the lingo then responses here will remain speculative.

I agree with Movingon's comments, do you know the reason you were turned away? Most likely because you are not resident?? Although when I got my Padron in Beniarbeig it was before I held Residencia.
As regards appointments my understanding is that you don't need a pre booked appointment for a Padron. It certainly wasn't needed in Beniarbeig, although I appreciate it's a smaller place. In my case I simply turned up at the Town Hall, waited, then presented my paperwork. Job done.
Any more info you can give would be helpful.
