Hi Ally,
It makes no difference whether you own your own property or rent, you should only be registered on the Padrón if you are legally resident in Spain (or need a temporary Padrón for your residency application).
You don't need a Padrón to buy a car and any difference to the tax due depends on what you buy - new cars are subject to payment of IVA (Impuesto sobre el Valor Añadido) at the rate of 21%, which is Spain's equivalent of VAT. If you buy a second-hand car from a dealer, instead of IVA, you pay ITP (Impuesto de Transmisiones Patrimoniales), or transfer tax, which varies between 4% and 8% of the "official" value of the car, depending on the region where you buy it.

You do not have to be resident in order to register on the padron. If you have a holiday home in the municipality then the council want you to register. There is no charge for registering.

Incorrect. It is illegal for non-residents to register on the Padrón. Some Town Halls used to encourage non-residents to register, as the increased headcount enabled them to claim greater income from Central Government. However, and especially since Brexit, non-residents on the Padrón should have de-registered, as they could be challenged for failing to submit a resident tax return in Spain.

They certainly will let you join the padron at the Town Hall even if you are not actually resident (not holding a TIE or old green paper version) . Many holiday home owners and renters joined the padron in the past. However, you should only apply to be on the padron if you are actually residing here - that is the point. Being on the pasdron and yet not formally resident is coming home to roost for many people , for example if you are still driving on your UK license and do not have a TIE the police are checking the padron datbase and arguing that you are resident (of sorts) and should not be driving on UK license
