The Cadastral value is the value set by the local Town Hall

If you've got a previous IBI bill, it's on that.

Otherwise it should be in your escritura.

So you bought a new house without knowing how much your outgoings may be!  I realy dont think this should be a problem to you or why would you buy without asking the question in the first place!

Your Solicitor should be the one to advise or if you have any neighbors see if they know or visit the Ayuntamiento (Town Hall) as they will know.
