You  don't need sign language as the ladies behind the desk in Pilar speak reasonable english and if you ask will put you on the best tariff, I have been here nearly three years and have no complaints, my council tax in the UK was nearly £1500 a year and for that we had to bend over backwards just to get the most basic services here in Spain we get so much more and the quality of life is so much better so before you complain learn how the system works first, ignorance of the language is no excuse.

Don’t knock the UK about what you receive for Council Tax I pay over £2000 a year in U.K. not as good as 20yrs ago but still able to phone in complain streetlights not working potholes other minor problems they are sorted couple of weeks Spain you get what you pay for very little in maintenance or repairs the recent damages to beaches would have been repaired in the U.K. by now and to a better standard than the spanish will carry out but for what you pay you cannot complain and don’t forget Health and safety does not exist in Spain look at the footpaths.

I guess you have to choose where you want to live based on all your thoughts and experiences. If you are going to live in Spain it seems to me that you should make the most of it and don't look back to the good old UK for comparison.

You are obviously not living in the real world, or your council is a shining knight, where I lived on the south coast  beaches are left to erode until the last moment and then they sent in the diggers and trucks to shore them up until the next year, despite living 250 metres from the beach I have had the sea come to within ten feet of my front door if I went on holiday I would have to ask a neighbour to put my bins out because if I did not and they forgot the rubbish would still be there stinking a month later as for pavements and road repairs forget it our roads were always being dug up to repair some main or other but were they ever put back in a decent condition, no! and as for getting a doctors appointment forget it unless you were at deaths door the best you could hope for was a phone call to ascertain your condition and if they thought it was worth seeing you you might get an emergency appointment, do I regret leaving the UK no, here in Pinar I have found a good quality of life my roads are swept  the hedges are cut the weeds are cleared you put your rubbish in a communal bin which is emptied frequently and if you put your garden rubbish out on a specified date it is taken away, we also have a police presence which we did not in the UK in fact on my trips back to the UK the only way I notice the police is by their absence from the streets, if you were paying £2000 a year in council tax i am sure you could afford a few euros extra on your electricity bill, although i have not found the bills out here expensive and at least on a par with what i was paying in the UK, I have been visiting Spain for the last fifty years and moving here was the best thing i ever did, at the end of the day you have a choice if you dont like where you live you can always go somewhere else.

The electricity is pretty expensive, but i'll trade that easily against the warmer weather, cleaner air, people less likely to stab you in road rage or other incidents, a better healthcare service, less traffic and cheaper lunch going out all to offset the electricity in the winter. 

The boiler is one of the biggest consumers, so solar hot water on the roof, is worth consideration as could knock the bill down by a third or so.

I think council tax gets forgotten - mine here for a reasonable 3 bed semi is €400 odd a year, it's probably that a month on the outskirts of London where I used to live.

There are two things in Spain that are expensive, electricity and water. You either pay or go without, simple.

...edly, I have never bought solar panels.  I would of course do some more research on the company and get a contact to visit to check its all above board. This is not a scam, although appreicate it may sound like one. Happy to meet anyone in person to dicuss. 

The best Solar Panels are Matsushita from Japan, it's worth paying a bit more for much better quality.

Summer in Spain is very hot and some Solar Panels do not work efficiently when hot but the Japanese solar panels do work efficiently ! They will last longer too !
