We should have emigrated to Spain by now but stuck in the U.K. Does anyone know how we apply for permission to enter Spain under the Essential Travel rules?

Only Spanish passport holders or permanent residents with residentia can access Spain at the moment.

Sorry but you have already answered your own question, if you do not fit into the required categories it is not classed as essential travel.

It would be very unlikely for two reasons. The UK does not allow non essential journeys and Spain does not even allow its citizens and legal residents to travel between Spanish regions at the moment. Until the UK has its rate of corona virus infections and deaths under control other countries will not allow entry to UK citizens.
On the bright side things are improving daily in Spain and there is a growing optimism that Spain will be open for business as soon as it's safe. I am hoping that our daughter will be able to visit us September from the UK but it's a hope not based on fact.
I hope you will be able to emigrate as soon as it's safe to do so.

Contact the Spanish embassy and also the UK embassy in Madrid.
You actually can travel to Spain, albeit with restrictions. People think that borders are shut. They are not.
If you have no more accommodation in the UK, and going to make permanent residence in Spain, you simply have no choice than to move and you then DO qualify for essential travel, falling under the category “force majeur”. Make sure you get a laisser-passer letter from either the UK or Spanish embassy.
We will do the same if the borders will still be closed last week of August.( very unlikely actually). ( we WILL move then, as the other option is living on the street).

What’s the letter? I’ve been trying to get a response from the Spanish embassy for a few weeks now .
My husband is camping in a 1.5 bedroom flat with 2 adults and a 9 year old, living out of a suitcase in Sydney.
I’m out here with all our belongings in our apartment but dont have residency yet due to the lockdown.
Finally , after 4 attempts, the Aus gov has given him permission to leave due to the circumstances. Luckily he holds both Irish EU and Aus passports.
It’s just a terribly long flight to take to be turned around at the incoming end.
Do you have a specific email address to contact for the letter at all?

Hi I was chatting to one of the guys in the village and he mentioned he knows of about 8 people who have travelled from the UK during this lockdown period. We are keen to get back but just waiting until it is safe to do so. Take care
