Has anyone any information or experience of inheritance tax only affecting step children who don't have the same name as the step father. Meaning that if you are in a second marriage and a women with children, they are liable to inheritance tax but the children of your second husband aren't because they have had or have the same name as their father.

I don't believe that's correct.
Every inheritor has to submit a modelo 650 tax return within six months of date of death, although it's possible to seek a six months extension.
There are allowances against the tax. What these allowances are depends on the relationship of the inheritor with the deceased - the name of the inheritor has nothing to do with it.
