Renting what? Do you mean you renting something or renting something out?
I am not aware of any new EU rules but we are now subject to some different rules now we are a 3rd nation.

Yes I want to rent for 12 months but hearing I need to show x amount of earnings or savings and different rules for bringing my car tom

If you are a uk resident you can't just go over there for 12 months without seeking residency. Post Brexit you need to demonstrate much more income / savings than before in order to become resident.

What if I'm 64 have enough money to last until I get me state pension and do I need to get a resedency before I can rent

This is the link to the page of the website for the Spanish Consulate in London with information on non-lucrative visas.
If you want to stay in Spain longer than 90 days in any 180 days then you must apply to do so.

Under the new rules, if you intend to live in Spain you need to apply for the visa before travelling.
You don't need to be resident to rent. Certainly not for a short-term rental.

Hi Thomasb,
As you've said you want to rent for 12 months, you can't do that without applying for a residency permit - as DaveBev1 has already explained, you need to apply for the appropriate visa at the Spanish Consulate in the UK.
Alternatively, you could rent in Spain for a maximum of 90 days without needing to apply for residency.
